【브레이크뉴스 】이성현 기자=대구기계부품연구원(이하 연구원) 원장 공모 과정에서 채점표가 수상하다는 의혹이 제기됐다. 대구시 차원의 조사도 불가피한 것 아니냐는 주장도 나왔다.
대구기계부품연구원은 산자부 관리 감독 아래 있지만 대구시가 자본을 투입해 설립 운영되고 있는 재단법인이자 공직 유관단체다. 대구광역시 경제부시장은 당연직 이사장으로 등재되어 있다.
연구원은 지난 해 12월 27일부터 2025년 1월 10일까지 원장 공모 참여자 모집에 들어갔다. 공모에 참여한 이는 8명으로 알려졌다. 지난 23일에는 총 지원자 8명 가운데 4명에 대한 면접을 실시했다.
논란은 지난 23일 면접에 참여한 4명의 후보자 가운데 특정인 1명을 제외하고 나머지 3명의 점수가 동일한 것으로 알려지면서부터다. 당시 심사에는 7명의이 위원이 참여했고, 이 가운데 1명이 심사위원장 자격을 가졌다. 한 사람도 아니고 7명이 실시하는 심사에서 한 명도 아닌 세 명의 후보자에 대한 결과가 어떻게 같게 나올 수 있느냐는 의문을 시작으로 특정인을 염두해 둔 영화같은 시나리오가 아니냐는 의혹으로 증폭됐다.
연구원과 비슷한 단체 관계자는 “한 사람을 사실상 정해놓고 나머지 세 사람을 들러리로 세운 것은 아닌지 합리적 의심이 든다”고 말했다.
이에 대하여 대구시 관계자는 “내용대로 1등은 1명, 나머지 세분은 점수가 같은 게 맞다”면서 규례대로 1등과 2등을 모두 이사회에 보고 한다고 들었다. 다만, 대구기계부품연구원은 우리가 관리 관할하는 기관이 아니다. 대구시 산하기관이 아니라서 우리가 인사 문제로 이래라 저래라 할 필요도, 할 이유도 전혀 없다. 이번에도 대구시는 전혀 개입하지 않고 있다”고 말했다. 그러면서 “다르게 보면 어차피 1명이 월등한 1등이라고 한다면 결과가 이렇다고 절차나 과정에 문제가 있다고 보기엔 무리가 있어 보이는 것 아닌가”라는 의견을 제시했다.
실제, 대구시 경제부시장은 연구원의 이사장에 당연직으로 올라가 있지만, 보고만 받는 수준이지 이래라 저래야 참견과 지원도 없는 것으로 확인됐다.
그러나, 대구시의 이 같은 입장과 달리 여전히 현장에서는 점수에 대한 의문이 가시지 않고 있다. 일곱 명이 채점하고 세명의 점수가 같게 나올 확률이 어느 정도나 될지와 세 명을 동시에 이사회에 상정, 보고한다는 자체가 특정 1인을 자동 승인하기 위한 꼼수는 아니냐는 것이다.
이 상황을 인지하고 있는 다른 기관의 인사 및 노조 관계자는 “특정 1인을 압도적 1위로 채점하고 나머지 3인을 동일한 점수로 채점하면 누구 한 사람 제대로 된 의문을 제기하지 못할 뿐 아니라, 이사회 이사들은 거수기 역할밖에 할 수 없는 상황이 될 것”이라며 “아주 고도의 묘수”라고 지적했다.
이에 대하여 대구기계부품연구원 관계자는 “현 원장의 수사는 무혐의로 결론난 것으로 알고 있다”며 “심사위원들의 채점은 7명이 최고점수와 최저 점수를 버린 점수를 환산한 것으로 알고 있다. 점수 체계는 1점 단위로 진행했다. 세 분이 모두 같은 점수가 나와서 우리도 당황하고 놀라 재차 확인했다. 지금은 진행 중이라 그렇지만, 공모가 끝나고 나면 채점 결과를 공개할 수 있다”고 해명했다.
그는 또 “ 이사회 보고는 기본 2배수로 보고하게 되어 있다. 4명이 모두 보고된다” 면서 “특정인을 염두하고 실시한 공모 아니다. 결과가 그렇게 나왔을 뿐”이라고 재차 강조했다.
이같은 입장에 대구시 차원의 적극적인 조사 필요성이 제기되고 있다. 대구기계부품연구원은 비록 공직 유관단체라고 하지만 엄연히 대구시 과제형식으로 사업비를 받는 공기관이다. 원장공모 논란 외에도 공적 자금 횡령 등과 관련해 현재 수사기관의 수사가 진행 중이다. 수사에 대한 책임을 져야 하는 기관장이 3연임을 위해 다시 출마했다는 것은 연구원으로서도, 대구시로서도 부담 아니냐는 지적이 잇따르고 있다.
한편, 이번 면접 및 채점 결과는 오는 2월 5일 이사회에 상정될 예정이다.

The Deputy Mayor of Economic Affairs of Daegu Metropolitan City is listed as the ex officio chairman.
The Research Institute began recruiting applicants for the President position from December 27 of last year to January 10, 2025. It is known that 8 people participated in the recruitment. On the 23rd, interviews were conducted with 4 out of 8 applicants.
The controversy began when it was revealed that 3 out of 4 candidates who participated in the interview on the 23rd had the same scores, excluding one specific person. At the time, seven members of the committee participated in the evaluation, and one of them was qualified as the chair of the evaluation committee. The suspicion grew into a movie-like scenario with a specific person in mind, starting with the question of how the evaluation conducted by not one but seven people could have the same results for three candidates, and then the suspicion grew.
An official from a similar organization to the research institute said, “There is a reasonable suspicion that one person was practically chosen and the other three were just hangers-on.”
In response, a Daegu city official said, “According to the content, one person was given first place, and the other three had the same scores,” and said, “I heard that both first and second place were reported to the board of directors according to the regulations. However, the Daegu Machinery Parts Research Institute is not an organization under our management and jurisdiction. Since it is not an organization under the Daegu city government, we have absolutely no need or reason to interfere with personnel issues. This time, Daegu city is not intervening at all.” In the meantime, he suggested, “If you look at it differently, if one person is an overwhelming number one anyway, isn’t it unreasonable to say that there is a problem with the procedure or process just because the result is like this?”
In reality, the Daegu City Economic Vice Mayor is naturally promoted to the position of the research institute’s chairman, but it has been confirmed that he only receives reports and does not interfere or support in any way.
However, despite Daegu City’s position, there are still questions about the scores in the field. They are concerned about the probability that three people will get the same score when seven people are scoring, and whether the fact that three people are being listed and reported to the board of directors at the same time is a trick to automatically approve a specific person.
Personnel and union officials from other organizations who are aware of this situation pointed out, “If one person is given an overwhelming number one and the other three are given the same score, not only will no one be able to raise a proper question, but the board of directors will only be able to act as a puppet,” and “This is a very sophisticated trick.”
Regarding this, an official from the Daegu Machinery Parts Research Institute explained, “I understand that the investigation of the current director was concluded as not guilty,” and “I understand that the evaluation committee members converted the scores by discarding the highest and lowest scores from the seven. The scoring system was done in units of 1 point. We were surprised and embarrassed when all three received the same score, so we checked again. It is currently in progress, but we can disclose the scoring results after the competition is over.”
He also emphasized, “The board of directors report is basically doubled. All four people are reported,” and “This was not a competition conducted with a specific person in mind. The results just came out that way.”
In response to this position, the need for an active investigation at the Daegu city level is being raised. Although the Daegu Machinery Parts Research Institute is a public organization related to public service, it is a public institution that receives business funds in the form of a Daegu city project. In addition to the controversy over the director competition, the investigative agency is currently investigating embezzlement of public funds. There are continuous criticisms that the fact that the head of the agency responsible for the investigation is running for a third term is a burden to both the researcher and the city of Daegu.
Meanwhile, the results of this interview and evaluation are scheduled to be presented to the board of directors on February 5.
